This is actually a worrying scene. RTI requests are being regularly stone-walled and/ or information is not being provided.
In another instance, a few days ago I received a blanket reply as “Nil” for a request I had filed with police departments at DP E and N, despite there being clear judicial precedents that a blanket reply cannot be given and the PIOs have to specify reasons.
Again, 2 days ago, Delhi HC held that a PIO has to apply their mind, analyze the material, and then direct disclosure or give reasons for non-disclosure.
