New Data Empowerment Policy introduced by the government. Thoughts?

First the Personal Data Protection Bill, 2019,
then the Non-Personal Data Governance Framework,
and now the Data Empowerment And Protection Architecture!

The government is bringing in various policies to strengthen India’s digital infrastructure. The recently released ‘Draft: Data Empowerment and Protection Architecture (DEPA)’ by NITI Aayog is considered to be the final layer of India Stack. It aims to change the organization-centric data sharing system to individual-centric approach for user empowerment.

How do you think the introduction of DEPA will affect the data empowerment landscape in India?
