Section 66A: On the Zombie Trail

Hello everyone,

IFF in collaboration with CivicDataLab is excited to launch the Zombie Tracker, a platform which monitors registered and pending cases under Section 66A of the Information Technology Act (2000). Section 66A - which penalised the sending of “offensive messages” via online communication - is called a ‘legal zombie’, since even though it was declared unconstitutional in 2015, its use is ongoing. We intend to use the insights gained from collected data to strengthen our advocacy efforts to ensure that Section 66A dies a complete constitutional death.

The Zombie Tracker will track cases which include a charge under S.66A at the district level, across 11 states: Andhra Pradesh, Assam, Delhi, Jharkhand, Karnataka, Maharashtra, Rajasthan, Sikkim, Tamil Nadu, Telangana, and West Bengal. It will collect case data using the E-Courts API, for the period 27th October 2009 to 15th February 2020.

**In support of the launch of the project, IFF is hosting a digital event, “Section 66A: On the Zombie Trail”, which includes a conversation between IFF Staffer Ms. Anushka Jain and a person affected by Section 66A, a walk-through of the platform conducted by IFF and Civic Data Labs, and a panel discussion between Abhinav Sekhri, Devdutta Mukhopadhyay, Sanjana Srikumar and Apoorv Anand.
