There is a potential risk that a vehicle registration database called “Vahan” is being allegedly misused for targeted violence against religious minorities in Delhi.
Ministry of Road Transport and Highways has a bulk data sharing policy under which Vahan and Sarathi (driver’s registration) related information is shared with government and private entities. There is also a an mParivahan mobile app through which public can access basic information.
Personal data sharing and aggregation practices for monetisation without adequate safeguards are inconsistent with the right to privacy. The Government must appreciate that personal data cannot be commodified as an economic resource with no regard for human consequences.
